Cheers! Snapshots could lead to finer wines

Digital snapshots may make cute holiday memories for all to share, but now a similar technology may soon help create superb Syrahs or marvelous Merlots. Researchers have created a new way to peer inside a grape to identify its composition and variety through computer imaging. This could cut back on laborious chemical analysis for winemakers.

Francisco Jos? Rodr?guez Pulido, a researcher at the University of Seville in Spain, said that the new system could work for both small growers as well as large companies.

"The cultivation of the vine and the production of quality red wines are facing serious problems due to high temperatures and climate change," said Pulido, adding that it makes it difficult for growers to know when to pick. "Usually, there is a gap between the pulp and the seed maturation, particularly in red grapes," which means that the different parts of each grape mature at different speeds, making it tough to pick at the right moment to maximize phenols ? the coveted flavor notes that contribute to taste, color and mouthfeel.

Pulido says that the process takes just a few minutes. A camera snaps a high-resolution picture of the seeds. Then, customized software identifies the seeds in the image and measures their color according to a standardized index of colors.

The close relationship between appearance and chemical composition makes it possible to estimate how mature the seeds are ? which is a good indication of when to pick the grapes. The process was tested and proven in Spanish grapes, but Pulido says that it should work in any type of red or white wine.

Pulido and his colleagues published their research on the new method in the journal Analytica Chimica Acta in November.

Gregory Balint, a professor at the Oregon Wine Research Institute, in Central Point, said that determining grape maturity is a toilsome process, and a digital tool could help ? but he is not convinced that color is the best way to determine ripeness.

"I couldn't see any correlation between basic data like soluble solids, acidity and pH and these colorimetric parameters," he said. "Many winemakers are still using these basic parameters to schedule the best time for harvesting. Moreover, many winemakers and growers are using the sensory evaluation of the berries, including seeds, to assess the maturity levels."

Balint added that winemakers could use something like Pulido's method in conjunction with other tools.

Ripeness means different things for different winemakers, depending on their style and ultimate vision. At Jalama Wines in Lompoc, Calif., winemaker Mark Cargasacchi says he tastes the grapes as well as using chemical tests to analyze acidity and sugar levels ? always looking for a consistent product, which can be tricky. "As hard as we try, Mother Nature always throws us a curveball," he says.

At Adelsheim Vineyards in Newburg, Ore., enologist Tracy Faulds says the picking time is based on flavor. "I think you can make really good wine based on taste, but you can't make one based only on numbers," she said.

Faulds said that technology like cold-stabilization, filtration and additives like copper and carbon have enormously improved the winemaking process over the past few decades, and she expects that it will continue to improve wines around the globe. But, she said, technology has its limits: "Winemaking at its core is an agriculture practice, and if you don't have good grapes you're not going to make good wine."

At Fiddlehead winery in Lompoc, Calif., winemaker Kathy Joseph said that focusing only on color, as Pulido's technology does, cannot be the sole basis for assessing ripeness.

"I routinely consider many other very important assessments of ripeness, including berry turgidity [a measure of plumpness], raisining and ripeness variability within the cluster, pH and acid balance as well as projected alcohol balance, vine physiology, skin tannin and stem maturity and perhaps most importantly, taste," said Joseph. "It is that artistic talent of the winemaker that assesses all of those factors as a package to determine the best moment for picking, which also must be in sync with the selected style for that winery."

As the guests arrived, they were greeted by carolers at the entranceway. At the front of the house, there was a tent set up where the little guests got to create gingerbread houses along with the help of some elves. Great way to keep the kids entertained!

Once they entered the home, they got to enjoy the amazing Christmas decorations around the house. All the fireplaces that were burning in each and every room for everyone to relax by as they were enjoying the festivities. Kim Kardashian attended the bash along with the other Kardashian sisters and their significant others. Kanye West also celebrated Christmas Eve with the Kardashian-Jenners and seemed to have a fantastic time.

The DJ was doing an amazing job in spinning the tables and playing all the latest music for the guests to enjoy and dance the night away. There was a black and white dance floor that was constantly packed with guests dancing and having a good time. The pool was beautifully decorated with lights and other holiday decorations. In general, this Christmas Eve party makes you want to go all out next year and have a spectacular party like that for your family and friends.

We are hoping that everyone enjoyed the Christmas holiday and looking forward to celebrating the New Year.

Luck, Colts clinch to cap amazing turnaround

Rookie leads team into playoffs a year after team finished 2-14

KANSAS CITY, Mo. - The expectations placed upon Andrew Luck almost seemed unfair.

Being the heir to Peyton Manning in Indianapolis is heady stuff for a rookie taking the reins of a franchise that won two games last season.

Now, after guiding the Colts back to the playoffs - and breaking Cam Newton's single-season passing record for a first-year player - it's safe to say Luck exceeded just about all of them.

Luck threw for 205 yards Sunday, and his 7-yard touchdown pass to Reggie Wayne on third-and-goal late in the fourth quarter gave the Colts a 20-13 victory over the Kansas City Chiefs. That put them into the playoffs without worrying about anybody else.

"Would we have done it without him?" Colts interim coach Bruce Arians asked. "No."

Luck broke Newton's record of 4,051 yards passing in the second quarter. But it was extending his own rookie record for fourth-quarter comebacks to seven was more important.

The Chiefs had rallied behind Jamaal Charles' 226 yards rushing to tie the game 13-13 heading into the fourth quarter. The Colts' defense stuffed quarterback Brady Quinn on fourth-and-inches to give Luck a chance.

That's all he needed.

After a miserable stretch in which he connected on 1 of 13 passes, the fabulous freshman calmly led Indianapolis (10-5) downfield. He completed a key pass to T.Y. Hilton on third down and made two nice throws to Wayne before hitting the veteran in the back of the end zone.

"We had so many opportunities all game, especially on third down, that we squandered," Wayne said. "We wanted to get that done. That was the opportune time to do it."

Darius Butler returned an interception 32 yards for the Colts' other touchdown, helping them join the 2008 Miami Dolphins as the only teams to win at least 10 games after losing 14 or more the previous season.

Most of those wins have come under Arians, who has filled in admirably while Chuck Pagano underwent treatment for leukemia. Pagano is expected to rejoin the Colts this week.

"Mission accomplished. That's all I can say," Arians said. "Without getting emotional again, knowing that (Pagano) is going to be back Monday, the work week shouldn't be as stressful."

Charles' big day included an 86-yard touchdown run on the first play of the second half. It was his second 200-yard game of the season, and came one week after he managed 10 yards on nine carries against Oakland.

"It was fun today, competing out there and doing it while we were trying to come back," Charles said. "It was fun going out there and putting out a performance like that."

Charles joined the Titans' Chris Johnson and former Lions great Barry Sanders as the only players with three runs of 80 or more yards in a season. His third career 200-yard game also set a franchise record, which he had shared with Larry Johnson.

Peyton Hillis added 101 yards on the ground for the Chiefs (2-13), who had 352 yards rushing in a losing effort - the first time that's happened in NFL history.

A big reason why was Quinn, who was just 10 of 22 for 162 yards with two interceptions.

"This game was without a doubt, 100 percent on my shoulders," he said. "You can't play the way I played today and win a football game."

His trouble began with the Chiefs' fifth offensive play, when he threw woefully behind Dexter McCluster - who wasn't even looking for the ball. Butler picked off the pass in stride, taking it untouched to the end zone for a 7-0 lead.

Kansas City managed a field goal by Ryan Succop, but he missed his next try and the Colts went the other direction to set up the first of Adam Vinatieri's two field goals.

Charles fumbled in the red zone later in the second quarter, and the Colts moved into Vinatieri's range for a 36-yard field goal and a 13-3 halftime lead.

Charles electrified a sparse crowd on the first play of the second half. He angled to the left and then found room down the sideline, cutting back toward the middle of the field and winning a foot-race with the Indianapolis defense for an 86-yard touchdown run.

The Chiefs were in position to take the lead later in the third quarter, but Quinn was picked off by Vontae Davis in the end zone. The defense forced a three-and-out and Kansas City was driving again before settling for Succop's tying 47-yard field goal.

The Chiefs got the ball back again late in the fourth quarter, but Quinn was stuffed on a quarterback sneak on fourth-and-inches from the Indianapolis 27.

That turned the ball over to Luck, who completed an 11-yard pass to T.Y. Hilton to convert a third down before he and Wayne won it.

"At times it looked a little bleak," Arians said. "Guys hung in there, made plays when they had to make them. Offensively we struggled, and then put together a drive, like we have all year."

Notes: Chiefs WR Terrance Copper (left knee) and DT Tyson Jackson (left foot) left with injuries. ... Wayne had five catches to become the fifth player in NFL history with four 100-catch seasons. He also became the 14th player to reach 13,000 yards receiving.

ELECTRONIC INFORMATION LIBRARIAN

POSITION OVERVIEW:
Manage and coordinate the Library's electronic information resources and systems, act as vendor liaison for all manner of electronic resources and services, monitor contracts and licenses, manage the users' interactions with library resources including authentication and seamless access to full text content. Perform all systems administration functions for the library's integrated library system (ILS), and manage other library specific software. Assist library staff with computer issues, and communicate with the campus Information Technology (IT) Department staff to resolve problems and to plan and coordinate all manner of electronic information related issues. Manage the library's print and electronic serials collections, keep abreast of new and evolving technologies and make recommendations to library management, and act as point for special automation projects as required. Participate in collection development as a library liaison and provide reference services as required.

DUTIES & RESPONSIBILITIES
?Direct, coordinate, administer, monitor, and evaluate the library's electronic information resources and systems: act as vendor liaison for electronic information; investigate, negotiate, and manage contracts and licenses with multiple vendors; manage access to data on multiple platforms; manage user authentication and access to the data; manage the linking of data at the item level across platforms; and plan for, implement, and maintain state-of-the-art search tools and interfaces. Bargain for and implement license terms and fees that are fair and in keeping with industry, national and professional standards.
?Serve as library systems administrator: perform regular systems maintenance functions; perform system and software upgrades; troubleshoot operating problems; serve as principle liaison with systems vendors, provide technical assistance to staff in systems use; provide training for library staff in the use of automated systems; develop and update procedures and manuals and related system documentation.
?Manage library specific software and tools in use for reference services, cataloging, and interlibrary loan; assist library staff with all manner of computer related issues; and communicate with the campus IT staff to resolve problems.
?Confer regularly with the Assistant Director for Technical Services, other Library staff, and College Information Technology staff to seamlessly integrate electronic information within the IT environment of the College; troubleshoot problems; perform various quality control functions to ensure the integrity of the library's resources.
?Perform professional serials functions: manage and evaluate the library's print and electronic serials collections; make recommendations on the content and mix of print and electronic resources; provide serials records management; ensure adherence to established professional serials standards; claim issues from the serials agent as necessary; coordinate check-in and stacks maintenance performed by support staff; resolve problems; process automated invoices; and act as liaison with the serial agent.
?Act as subject specialist collection development library liaison for one or more content areas; confer with faculty to assess needs; make selections in appropriate formats; and make de-selection decisions as appropriate.
?Oversee/carry out the collecting and compiling of library statistics pertaining to assigned functions. Prepare related administrative/operations reports.
?Provide some reference desk coverage.
?Participate in a limited role in the library instruction program for patrons.
?Assist with special library projects such as shelf reading, inventories, faculty scholarship events and library programming.
?Participate with other staff on the library's presence on social media sites.
?Work with other library staff to update and edit the library web pages.
?Plan and coordinate research & development and special automation projects in accordance with the needs articulated by Library management: analyze needs and challenges; investigate options; recommend new automated products & services, coordinate overall strategy and timetables, plan workflow and operating procedures, and the like.
?Confer with immediate supervisor, other library staff and various University faculty, staff, and students to plan, coordinate and evaluate services/projects/systems, exchange information, resolve problems, and the like. Serve on University committees as assigned.
?Keep abreast of current developments and trends in the field. Attend various professional meetings, webinars, trainings, and conferences
?Participate in other tasks within the Technical Services Department as necessary.

QUALIFICATIONS:
?An MLS from an ALA accredited program, a minimum of one to two years of relevant experience, or a combination of education and experience from which comparable knowledge and skills are acquired.
?Experience with library systems and/or electronic information management is strongly preferred. Experience with web 2.0 applications, web editing, web analytics and computer/IT proficiency or education preferred. Must be self-directed, well-organized, able to meet deadlines and multiple demands, and have a high level of commitment to customer service.
?The ability and willingness to support the mission of the University, in all daily activities.

Crafty Day 2012: Food, Drink, Crafts, and Friends! ? It's just the ...

The last time the holiday gathering that we call Crafty Day?was written about on this blog was way back in December of 2010. That is not to say that we didn?t celebrate Crafty Day in 2011, I just never got around to writing about it.

In a nutshell, our good friends Patty and Rob invite us to their home for an afternoon and evening filled with food, drink, crafts, and most important of all, quality time spent with some of our oldest and dearest friends. Since Patty and Rob are kind enough to host and let us make a mess of their lovely home, it is my job to always bring a wide assortment of food for lunch. My annual trip to the Reading Terminal Market and our local Italian grocery store (Croce?s in Cherry Hill, NJ) to gather provisions for Crafty Day is a shopping excursion that I always look forward to.

For this year?s event, the Women of Crafty Day (Patty, her sister Sue, and Mrs. G-LO) decided that they would be making homemade Vanilla Extract, which would prove to be one of the easiest crafts that the ladies have ever undertaken. Take four vanilla bean pods. Split them. Stuff them into an 8 ounce Boston Round bottle. Fill the bottle with Vodka. Wait two months. And then Voila! The Vanilla Extract, she is done! I am really looking forward to seeing how it came out (once again, I am a sucker for pretty packaging).

While the ladies were toiling in the kitchen, the boys (Rob, Sue?s husband Rash, and I) were working on this year?s batch of Limoncello while we sampled a wide array of whiskies (I brought the Balcones, Brenne, Angel?s Envy, and a Scotch Malt Whisky Society sample since I knew they would be something new for the boys to try). Crafty Rob (he makes his own wine and occasionally homebrews) supplied us with vegetable peelers and quickly put us to work as we imbibed. Thankfully, no fingers were lost as we peeled our lemons and drank our drinks. Our next gathering will hopefully involve the dilution and bottling of Rob?s lemon peel and Everclear concoction.

At around 6PM, we did what all good gluttons do after an afternoon of eating and drinking: we ordered a plethora of Asian food! Wonton soup. Dumplings. Sushi. Spare Ribs. A medley of stir fries. If you can think of it, it was probably there! At this point in the evening, we also stopped with the adult libations and moved on to the lighter side of the beverage spectrum, i.e. lots of water and a caffeinated soda or two, because once the party is over, we still have an hour long drive home.

Once again, Crafty Day was a huge success, and fun was had by all. We are already counting down to next year?s event!

Hillary Clinton recovering from fall, working from home

Secretary of State Hillary Clinton has canceled work-related trips as well as a planned appearance before Congress to testify on the Benghazi attack. Clinton is working from home after she fainted last week.

The 65-year-old?Clinton?is recovering at home and has been advised by her doctors to continue to rest and avoid strenuous activity and cancel all work events for the next week. She had been scheduled to testify before a pair of congressional panels looking into the Sept. 11 attack against a diplomatic outpost in Benghazi, Libya.

Dr. Lisa Bardack of the Mt. Kisco Medical Group and Dr. Gigi El-Bayoumi of George Washington University said Saturday that?Clinton?was suffering from a stomach virus and fainted after becoming extremely dehydrated.

Clinton?was diagnosed with a concussion Thursday after fainting at home earlier this week, according to a State Department official who spoke on the condition of anonymity because he was not authorized to discuss?Clinton's?injury publicly. The doctors did not determine it to be a "severe" concussion, the official said.

Clinton, who is expected to leave her job soon, skipped an overseas trip this past week because of the stomach virus, the State Department said Saturday.

President Barack Obama telephoned his top diplomat Saturday to wish her well, a White House official said.

The State Department said in a statement that?Clinton?will continue to work from home in the week ahead and looks forward to returning to the office "soon," the statement said.

The Senate Foreign Relations Committee said it won't hear from?Clinton?as planned at a Thursday hearing into the attack at the outpost in Benghazi that killed four Americans, including the U.S. ambassador. The House Foreign Affairs Committee also said?Clinton?would no longer give scheduled testimony at its hearing Thursday on Libya.

Senior State Department officials William Burns and Thomas Nides are to take?Clinton's?place at both hearings.

Clinton's?aides on Saturday informed the Senate committee chairman, Sen. John Kerry, about her health, and the Massachusetts Democrat "insisted that given her condition, she could not and should not appear" as planned, said Kerry spokeswoman Jodi Seth. Obama is expected to nominate Kerry to succeed?Clinton.

Clinton?backed out of a trip to North Africa and the Persian Gulf on Monday because she was sick. She caught the virus during a recent visit to Europe.

The former first lady is known for her grueling travel schedule and is the most traveled secretary of state, having visited 112 countries while in the job.

And now Newtown.

Certainly those who have long pushed for greater control on gun ownership see the awful event as yet another teaching moment to try and sway public opinion to their side.

?How young do the victims have to be and how many children need to die before we stop the proliferation of guns in our nation?? said Marion Wright Edelman, chairman of the Children?s Defense Fund, in a statement Friday afternoon.

Yet in the past such calls, however emotional, have done little to sway the American public?s general attitudes towards guns. US citizens tend to see mass shootings as resulting more from troubled individuals than from easy availability of firearms.

For instance, a Pew Research survey taken in the wake of July?s shootings in an Aurora cinema found that 67 percent of respondents agreed with the statement that mass gun killings such as that ?are just the isolated acts of troubled individuals.? Twenty-four percent said they ?reflect broader problems in American society.?

The Pew poll found US attitudes toward guns little changed after Aurora. Prior to the shootings, 45 percent of respondents said it was more important to control gun ownership, while 49 percent said it was more important to protect the right to own guns. After the shootings, 47 percent said gun control was more important, while 46 percent said gun rights were more important.

Other polls echo the fact that this is a question on which the US is generally split. A 2011 Gallup survey found that 44 percent of voters thought US gun laws should be tightened, while 43 percent felt they should be kept as-is.

Yet this might not be quite the whole story. What?s clear is that US public opinion is against most flat gun bans. Seventy-three percent of respondents told Gallup that they would not support the banning of handguns, for instance.

Presented with detailed choices, however, many voters approve of particular moves to control or limit firearm ownership.

A ban on high-capacity ammunition clips, which can carry more than 10 bullets, appears to be widely popular. A 2011 ABC News/Washington Post survey found 57 percent support for such a ban, and 39 percent opposition.

A CNN/ORC poll from last August found an almost identical result on the clip question.

As to whether all gun purchasers should undergo a background check to determine if they have committed a felony, 96 percent of respondents said ?yes,? in the CNN/ORC survey.

Majorities also favored banning AK-47-style assault rifles, preventing convicted felons and the mentally ill from possessing firearms, and requiring gun owners to register guns with their local government.

The CNN survey showed Americans opposed limiting the number of guns an individual can own ? but only by a 45 to 54 percent margin.

?The public favors most sensible gun policies, policies the US does not have,? concluded Harvard public health professors David Hemenway and Robert Blendon after analyzing public polls.

Finally, gun ownership in the US is already on the decline. In the 1970s, about half of US homes had firearms, according to the long-running General Social Survey conducted by the National Opinion Research Center. Today only about one-third do.

?Driving the decline: a dramatic drop in ownership of pistols and shotguns, the very weapons most likely to be used in violent crimes,? writes Patrick Egan, an assistant professor of politics and public policy at New York University in a post at the Monkey Cage blog.

New Tricks for New (and Old) Android Phones

There's a new crop of Android phones out there ? and a new set of hidden shortcuts to make using your phone even easier. And even if you have an older model, I'll share my favorite tools to get you the same functionality you would get with a brand-new device.

Camera Tricks
One of the handiest things about modern phones is that you now have a reasonably high quality camera with you at all times. But as cool as that is, it can be incredibly frustrating how long it takes for the camera to launch. How many times has this happened to you: By the time you've woken up the phone, unlocked your screen, and opened the camera app, you've missed the moment.

Launch the camera in just one move. On the Samsung SIII you can simply press and hold the center of the lock screen, rotate the phone 90 degrees while still holding the center of the screen ? and boom; the camera launches. To enable this feature, go to Settings, Security, Lock Screen Options, and then turn on CAMERA QUICK ACCESS. On older android phones you can use an app like WidgetLocker to get the camera icon onto your lock screen. Added bonus: With WidgetLocker, you can customize your lock screen with whatever functions you like to access quickly.

Voice Control. Once you get the camera fired up, many newer Androids also offer voice control. Set your camera on a tripod or Gorillapod and say "Shoot." After a one-second delay (just long enough to smile), the camera will snap the shot. This is great for self-portraits and group shots.

If you have an older Android phone, Camera ZOOM FX gives you the same voice control, plus some awesome additional powers ? stabilizer, time lapse, and Burst Mode, which lets you take up to 10 shots in a second.

Screen Capture
Say you want to do a screen grab of a web page ? or maybe you have a cute sequence of texts you want to save forever ? whatever. Depending on the model and flavor of Android you have, some key combos will do the trick. On some versions, press the Home key and Power buttons at the same time; on others, it's Volume Down and Power. On older phones, you can get an app like Screenshot It, which enables you to capture what's on your phone's screen, just not with the quick key combos of newer phones.

Fast Reboot
Powering down your phone normally takes two moves, and restarting takes a third. But if you hold down the power button for 10 seconds, it'll reboot with just one move. This should work on most Android phones.

Managing Battery Life & Speed
The best way to improve your phone's battery life and speed is to keep the number of open apps to a minimum. But how do you know what's open? Answer: The Task Manager lists the programs that are currently operating in the background, draining your battery. But instead of scrolling through menus to find the Task Manager, you can launch it immediately by holding down the Home key. You should now be able to see a list of all apps that are currently running. From the same screen, you can close anything that isn't mission critical.

Not All Androids Are Created Equal

GM Reveals 2014 GMC Sierra and Chevy Silverado

In a press conference resembling a one-manufacturer auto show, GM unveiled its new fifth generation pickups: the 2014 Chevy Silverado and GMC Sierra.

At their core, the new pickups are based on sturdy bones: fully boxed frames throughout the lineup, an all-new engine lineup, and a lot of thoughtful upgrades.?Under the hood are EcoTec3 engines featuring all-aluminum construction, direct injection, variable valve timing, and cylinder deactivation. The lineup counts a 4.3-liter V-6, a 5.3-liter V-8, and a 6.2-liter V-8. All three are mated to a 6-speed automatic transmission, and the rear axle gets a revised design for better durability. The suspension is improved and GM claims far better ride and handling over the outgoing models. Four wheel disc brakes are now standard across the lineup. So is electric power steering and an automatic locking rear differential.

The bodies of both pickups are almost entirely new, even if the overall shape isn't dramatically different. The doors have been redesigned for much less wind noise and the rear doors are larger and hinged at the front now. The bed?is fitted with LED illumination (standard on GMC and optional on Chevy) and the tailgate gets a rotary damper which reduces the effort required to lower the gate.

No doubt these trucks are carved from the same slab of steel, but they offer variation in style. Everything ahead of the A-pillar is unique to either pickup. As one might expect, GMC is styled for a more upscale and refined look, while the Silverado has a tougher, more macho appeal.

Inside, the trucks draw a strong distinction. Although they share a similar center console with a full compliment of infotainment content, the styling and materials are quite different. Chevy houses a much more straightforward, durable design, heavy on plastics and durable fabrics. The Sierra is much higher spec: leather wrapped dash and handsome wood veneers. Both machines are fitted with three powered USB ports as well as a 110V household-style power outlet. Interestingly, heated cloth seats are now available on these pickups, and so is the safety alert seat first seen in the Cadillac XTS. However, while the trucks presented today were certainly pre?production models, the quality of these interiors don't quite hit the mark compared to the competition (though they are significantly better than the last models).

Of course, GM is mute on any power, towing, hauling, or general performance figures, promising them "later in the winter."

JPMorgan names new regional banking heads: memo

LONDON (Reuters) - U.S. bank JPMorgan has appointed Viswas Raghavan as head of banking in Europe, Middle East and Africa (EMEA), according to a memo seen by Reuters.

The appointment comes as JPMorgan recasts responsibilities for some of its top investment and corporate banking executives after a move in July to combine two key business segments.

Raghavan, who joined the bank in 2000, was most recently global head of equity capital markets (ECM), responsible for share sales including initial public offerings and rights issues.

Alejandro Guevara and Lisandro Miguens, meanwhile, become co-heads of banking for Latin America, with Tom DuCharme and Therese Esperdy co-heads of banking in Asia Pacific, the memo said.

Each will be responsible for client coverage across investment banking, corporate banking and treasury services for their region and will report to Jeff Urwin, global head of investment banking, and Don McCree, global head of treasury services and corporate banking.

"We have been working towards this for some time. What we have done is put together all the client coverage under one umbrella," Raghavan told Reuters after the appointment was announced at the bank. "Each of these businesses (investment banking, corporate banking and treasury services) serve the same clients. It is a holistic way of being organized around the client."

JPMorgan Chief Executive Jamie Dimon has made growth outside the United States a key priority for the bank, which is the largest lender in its home market.

"We are really focused on improving our market share and increasing our footprint in Europe," Raghavan said of his new role.

In the memo, the bank also announced that Todd Marin would become vice-chairman of investment banking in Asia Pacific.

Liz Myers, who has been with the bank for 20 years, most recently head of ECM for the Americas, will succeed Raghavan as global head of ECM, according to a separate memo.

Why the world is arguing over who runs the internet

The ethos of freedom from control that underpins the web is facing its first serious test, says Wendy M. Grossman

WHO runs the internet? For the past 30 years, pretty much no one. Some governments might call this a bug, but to the engineers who designed the protocols, standards, naming and numbering systems of the internet, it's a feature.

The goal was to build a network that could withstand damage and would enable the sharing of information. In that, they clearly succeeded - hence the oft-repeated line from John Gilmore, founder of digital rights group Electronic Frontier Foundation: "The internet interprets censorship as damage and routes around it." These pioneers also created a robust platform on which a guy in a dorm room could build a business that serves a billion people.

But perhaps not for much longer. This week, 2000 people have gathered for the World Conference on International Telecommunications (WCIT) in Dubai in the United Arab Emirates to discuss, in part, whether they should be in charge.

The stated goal of the Dubai meeting is to update the obscure International Telecommunications Regulations (ITRs), last revised in 1988. These relate to the way international telecom providers operate. In charge of this process is the International Telecommunications Union (ITU), an agency set up in 1865 with the advent of the telegraph. Its $200 million annual budget is mainly funded by membership fees from 193 countries and about 700 companies. Civil society groups are only represented if their governments choose to include them in their delegations. Some do, some don't. This is part of the controversy: the WCIT is effectively a closed shop.

Vinton Cerf, Google's chief internet evangelist and co-inventor of the TCP/IP internet protocols, wrote in May that decisions in Dubai "have the potential to put government handcuffs on the net".

The need to update the ITRs isn't surprising. Consider what has happened since 1988: the internet, Wi-Fi, broadband, successive generations of mobile telephony, international data centres, cloud computing. In 1988, there were a handful of telephone companies - now there are thousands of relevant providers.

Controversy surrounding the WCIT gathering has been building for months. In May, 30 digital and human rights organisations from all over the world wrote to the ITU with three demands: first, that it publicly release all preparatory documents and proposals; second, that it open the process to civil society; and third that it ask member states to solicit input from all interested groups at national level. In June, two academics at George Mason University in Virginia - Jerry Brito and Eli Dourado - set up the WCITLeaks site, soliciting copies of the WCIT documents and posting those they received. There were still gaps in late November when .nxt, a consultancy firm and ITU member, broke ranks and posted the lot on its own site.

The issue entered the mainstream when Greenpeace and the International Trade Union Confederation (ITUC) launched the Stop the Net Grab campaign, demanding that the WCIT be opened up to outsiders. At the launch of the campaign on 12 November, Sharan Burrow, general secretary of the ITUC, pledged to fight for as long it took to ensure an open debate on whether regulation was necessary. "We will stay the distance," she said.

This marks the first time that such large, experienced, international campaigners, whose primary work has nothing to do with the internet, have sought to protect its freedoms. This shows how fundamental a technology the internet has become.

A week later, the European parliament passed a resolution stating that the ITU was "not the appropriate body to assert regulatory authority over either internet governance or internet traffic flows", opposing any efforts to extend the ITU's scope and insisting that its human rights principles took precedence. The US has always argued against regulation.

Efforts by ITU secretary general Hamadoun Tour? to spread calm have largely failed. In October, he argued that extending the internet to the two-thirds of the world currently without access required the UN's leadership. Elsewhere, he has repeatedly claimed that the more radical proposals on the table in Dubai would not be passed because they would require consensus.

These proposals raise two key fears for digital rights campaigners. The first concerns censorship and surveillance: some nations, such as Russia, favour regulation as a way to control or monitor content transiting their networks.

The second is financial. Traditional international calls attract settlement fees, which are paid by the operator in the originating country to the operator in the terminating country for completing the call. On the internet, everyone simply pays for their part of the network, and ISPs do not charge to carry each other's traffic. These arrangements underpin network neutrality, the principle that all packets are delivered equally on a "best efforts" basis. Regulation to bring in settlement costs would end today's free-for-all, in which anyone may set up a site without permission. Small wonder that Google is one of the most vocal anti-WCIT campaigners.

How worried should we be? Well, the ITU cannot enforce its decisions, but, as was pointed out at the Stop the Net Grab launch, the system is so thoroughly interconnected that there is plenty of scope for damage if a few countries decide to adopt any new regulatory measures.

This is why so many people want to be represented in a dull, lengthy process run by an organisation that may be outdated to revise regulations that can be safely ignored. If you're not in the room you can't stop the bad stuff.
